Strange-looking Mattel Barbie Doll

Can somebody identify this doll for me? Her butt markings are:
1966/Mattel Inc./US Patented/US Pat Pend/Made in/Japan.
She looks like a Bild Lili but she's marked "Mattel". And those eyes!

You have a "clone" or knock-off head on a Vintage Barbie Doll body. It is not a Mattel doll head.

Yeah, that makes sense. I couldn't understand why Mattel would make such an ugly head when they already had Barbie!
