This is a pretty sleeveless A-line dress with a ruffled hem done in a bold geometric swirl pattern.  The dress is usually fairly easy to find. 

The earrings have a hot pink rectangle and a bright green triangle and are very hard to find, but you can usually find reproduction earrings being sold on eBay.
