This matches Barbie's vintage ensemble Rain Coat #949 (1963).

This cute ensemble is very easy to find - the yellow fabric is very durable and although it can get a little stiff, it generally holds up very well.  The umbrella is harder to find and is frequently found with the tassel missing or a broken handle.  THe coat is much easier to find than the hat.
