The coloring in the photo on the doll is more accurate, the dress is powder blue corduroy.  It is a long sleeve mini dress with bright green crocheted trim.

As you can imagine, the Blue Majorette Boots with Green Trim and the pale blue hose, both of which are unique to this ensemble, are very, very hard to find.
